I don't see anything on the chain that looks like a weight. Looking some more at the chain, it doesn't seem to attach to the apron, or if it does, it's slack. The last apron has a pull rope similar to the wood aprons at Como, but the sides don't appear to be able to extend down and back for the counterweights. It seems that if the apron was pulled down with the rope, it would slam down if there were no counterweights or lowering mechanism. It also looks like the end of the chain is laying on a block near the top of the chute. Maybe that end would be dropped down, and the chain was similar to a roll-up door chain where you pull one end to drop it and one to raise. If that's the case, there would probably be something else that's hidden in this view attached to the horizontal shaft to raise and lower the apron.
