Running a narrow gauge Diesel backwards at 60mph, that's way different on tracking to a 2-8-0 at 8-10mph. A tender should track no different to a freightcar in reverse, it's the lack of a trailing truck that is the issue, but given the very low speeds involved, no different to working a 2-8-0 in the yards all the time I think.
My old Depot in steam days did have a 4-8-0 assigned to the mainline shunt and that would have run 25miles out and back without turning very similar to Golden-Idaho distance.
We are all presuming here that the Fork's wye leg is still in existance at the time of the photo, maybe there was a fullhouse there preventing the 70 from turning?.
To me, that creek level is summer probably, pictures taken in mid-41 show them running with a long train out of Denver in the conventional manner. Maybe this was all they had beyond Golden this particular day? Wasn't a Wye leg installed at the Brickyard spur after the TT was removed, so the crew opted to turn at Golden, and ran backwards all the way to Idaho as they were probably accustomed to running in reverse for longer distances? Old Enginedriver's are a cranky bunch and can get set in their ways!
The #60 is shown in Min Belt 3 at Elk Cr Tank being pushed upgrade as well. Other pictures in CRRA-10 show similar moves (almost the same consist) at Floyd Hill.
