I have speculated that this may be a ramp to unload coal for the boiler in the power room. Anyone have any other suggestions?

Hi Tim, I'm still quite sure that is for coal loading for the boilerhouse. Great picture. It is just where one would expect it to be for shoveling coal out of a gon.
