In the NG Pictorial Volume VI, pg. 112, the caption I believe completely mis-identifies the trailing locomotive as "an unidentified consolodation, probably a Cooke with an unusual air tank placement and possibly larger drivers".
Those don't look anything like Cooke narrow gauge drivers- the counterbalances are shaped completely different.
That "unidentified" loco looks more like a Ten Wheeler of some road, some make- possibly making this a very interesting photo!
The fact that train robbers are boarding was also overlooked....
