Why didn't the Keystone (Mill Gulch) bridge end up in Denver?

I find the stories of what happens to railroad historical artifacts over time quite interesting.  It is surprising to find out the various squabbles that occur along the way including who owns what and who has the right to do with these artifacts what they want.  

Not long ago, I visited Bailey, Colorado and saw the old South Park bridge known as the Mill Gulch bridge or Keystone bridge.  It was moved from its original site in 1977, stored, and then reassembled at a different site in 1985 at McGraw Memorial Park.  I had read that the bridge was originally supposed to be reassembled in Denver for pedestrian traffic for Broncos' games.  I came across the real reason that never happened-it was a squabble between the Denver Water Board and the U.S. Bureau of Land Management.  I have the full details in this post for those who would be curious.
