C&S Headlight Number Boards

Robert McFarland
Several Otto Perry photos  of C&S engines taken about the late teens or early twenties show an angled number board on top of the headlight lens in addition to the one on the side of the headlight.Could somebody please shed some "light " on when this was used and why?
