C&S 71 getting a bath in 1939?

 Saw this on Ebay today. It says it's 1939. My guess is 1938, but who knows? The fake D&RG symbol is still chalked on the cab side (behind the 71) which was put on during the 1938 scrapping operations on the South Park branch. Anyone know what the guy is doing? Also, is that water dripping off the tender from a washing?

He's opening a hatch in the ground to shut the water off. The water you see under the cistern is actually coming out of that hose on the ground. After he shuts it off, he will probably roll up the hose and put it into that opening. Yes, he has hosed off the engine.
