I will be building a representation of Alpine tunnel, along with hopefully a small part of Alpine station.
I am tempted to make this a snow scene.  That picture temps me more.
HOn3 is the path I have chosen.

Actually you couldn't go wrong by perusing the November 1977 issue of the NG&SL Gazette Red Mountain on the Wye article.  Although about the Silverton Railroad the techniques used there with sifted raw white plaster to partially cover the ground and structure rooves are very realistic.  The module took Best in Show at Valley Forge NMRA convention.  
If you can't locate a copy I could shoot the pages.

What do you mean by Alpine station?The Stone Enginehouse and Bunkhouse? TheTelegraph office?Joe Crea  had plans and a construction article  for the Telegraph office.Joe had Enginehouse plans-Its small enough in HO that you can fit the  whole thing in your layout .Alpine station is clear over on the other side of St.Elmo-also known as Fisher.Don't forget the snow sheds-there's one photo taken from the top of the pass that  shows the Enginehouse and sheds completely buried.Why do you think they shut down in winter ?

I will not have a lot of width in the layout where I will be trying to do Alpine station.
So I think I will build the front side of the Bunkhouse (maybe 2 inches deep) and the Telegraph building.
I will be happy if I have room for a siding.
As to not hijack this thread. I will start a new thread with a picture and more detail.

I went over Boreas yesterday and there was no snow on the top, the Mountains had a dusting. I have alse been up to the top in April without much issue.

So we come back to your period, there have been 'no snow' winters recently and in the past and of course really bad winters.

You could justify a dusting of snow in the Summer of course, can happen in any month.

I've always visited Alpine Tunnel in the summer and there was always snow somewhere, even if just in small pockets of shade.
