In your post, you list:

"June 1898 DL&G Annual Report - 12 Cabooses with Westinghouse brakes and Selden couplers"

Does this prove that all the South Park cabooses arrived on the new C&S in 1899 already outfitted with automatic air brakes?  

I have thought that conversion to air brakes didn't happen until 1901-1903.
