As you noted, there two towers in this photo:
The two towers are identified as "wireless towers" on page 33 in Frank Hollenback's "The Gilpin Tram", published in 1958. This seems plausible - if the photo were taken in 1900-1917, radio had been invented by then, so someone must have been experimenting...
I think in this photo, the train has just passed by the Eureka Street Water Tank and headed down to Black Hawk.
