I think you're right, there is a conduit to the headlight there just behind the front leg of the bracket that supports the light platform. And in this same photo uncropped you can see the exhaust stack of the dynamo poking up behind the air tanks.  Thanks for finding this one, as well as the others of #13 earlier!
