I suggest you obtain the Jan/Feb 2005 issue of the NG&SL Gazette or the Equivilent volume of the Up Clear Creek reprints.  You'll find the article is what you seek, a comparison of the "Kinship" Between C-16's and C&S 2-8-0's.
