I've seen the bottom photo published in the Klingers'
C&S Highline Memories . . . page 66. Yes, it is attributed to A.A. Anderson. The photos are of track repair after a derailment where "wind blew cars over" about 1915-116.

Your top photo is really neat, as it shows one of the Peninsular coal cars in MOW service, evidently carrying wheel sets or freight car trucks. The first outfit car is 051, not sure about the rear one.
