Frank Trumbull was a receiver. What does that mean?

What does it mean that Frank Trumbull was the receiver of the DL&G/UP, Colorado & Southern Railway?  The title comes up with Victor Miller.  Oh, and also with Pierpont Fuller Jr. with the Rio Grande Southern.  I know it relates to bankruptcy, but is the receiver now a president of the line?  Fuller, for example, was an attorney.  How could he suddenly run a railroad?

Anyway, just curious of any insight.

The receiver is the person appointed by the bankruptcy court to manage an insolvent
 business that provides essential services while final resolution of the bankruptcy (reorganization or liquidation) is pending. They are essentially like a CEO, responsible for the overall affairs of the business, but the day to day responsibilities probably varied considerably depending on the receiver's qualifications.  See this article  for details.
