Depot property Mystery

Guys, this is not directly C&S related, but I know many of you are quite knowledgeable with railroad history and might be able to offer some assistance to this question I received from my cousin Cliff, who is head of archeology for the State of Nevada.  Though most of his time is spent making sure the state does not disturb or develop Indian burial grounds,  he also has been involved with areas near and on the former V&T RR property.   Anyway, here is what he has been made aware of:

Doug,
Hope your well. Got a question for my cousin who knows way more about RR than I do.
I, literally, just got word that NDOT (Nevada Department of transportation) hit a buried “room” on the depot property.
The literal little I know is that it is a 15’ x 10’x 12’ buried room made of railroad ties.
Do you have any idea what this could be?
My worry is that it’s a storage room for dynamite or a hazardous waste and whether I can send anyone in there to look at it.
If you have any ideas, please tell me.

Please let me know if any of you have an idea of what this buried "room" might be.

Contact local police to see if any local agencies might have an
explosives sniffing dog.  We had LOTS of these dogs in service
in AFG.  The military might be a good option too, but local PD's
will likely be connected with them for training and be able to
direct you.  Whoever you deal with, they can direct you on that
from a safety angle.  Next, ascertain when this room might have
last been used.  This will give the sniffer handlers better intel to
work with.  Was the V&T known to keep explosives near a depot,
or ANY depot ?  This seems unlikely, but better safe than sorry.

I would bet it's a root cellar for storing food.

Other items might be a battery cellar for telegraph, but that sounds too big?

But the Police / Fire department should have the tech or the contacts to do a safe assessment of hazmat, better safe than sorry.

I did find out that the depot property in question is at the Nevada Northern Railway Museum in Ely, NV.  

The city has an easement to put a drainage line through the railroad property.  They hit this underground “room” that was covered with a large steel plate.

My cousin has ordered all city employees to stay away from the immediate area until the “experts” investigate and deem it safe.
