I am not that familiar with Boiler inspections etc in US history but I assume it followed a similar pattern resulting from the early Industrial Revolution when Boiler Insurers became the inspectors. Similar to how Fire Insurers started Fire Brigades. In current Colorado Boiler inspection is a State function, I assume Fed involvement overrides. So for example somebody operating a stationary Boiler would need a State inspection. Klondike Kate is State inspected.
